aw and Human Rights Minister Yosanna H. Laoly has declared that 2022 is the Year of the Copyright. The ministry launched the Automatic Approval for Copyright Registration (POPHC) to kick off the year on Thursday.
The POPHC is a system created to speed up a copyright’s approval process, shortening the formerly one-day service to a few minutes. It was launched in support of the Acceleration of National Economic Recovery (PEN) and in order to encourage the advancement of science, art and literature.
"We see a positive trend in the creative economy, especially from copyright creators in recent years who have shown tremendous potential for the national economy," Yasonna said at the launch of the POPHC.
He added that one of the tangible achievements that can potentially help the national economy is through the distribution of royalties. Throughout the year 2020 and the first quarter of 2021, the National Collective Management Institute (LMKN) distributed more than Rp 51 billion in royalties to music and/or song rights holders and creators whose works are used commercially.
The POPHC is carried out by aligning the business process of copyright registration related to declarative principles so as to shorten the turnaround time from days to minutes. With the launch, it is estimated that the completion will take from five to 10 minutes after payment. The service is also integrated with the SIMPONI payment system of the Finance Ministry and can be fully accessed by the public at all hours.
Since the soft launch of the POPHC application on Dec. 20, 2021, the Directorate General of Intellectual Property (DJKI) has seen a significant increase in copyright registration, with as many as 7,289 requests from the day of the launch until Jan. 4, compared with 3,046 requests previously.
In 2017, all registrations were done manually and took an average of nine months. The duration was shortened in 2018, as Jakarta launched an online system, where an applicant could file a request through e-hakcipta.dgip.co.id, reducing the turnover time to one working day, as well as improving the security of the process overall.
The e-copyright system was recognized in 2019, as it was exhibited at the second ASEAN-RoK Ministerial Roundtable and Exhibition on Public Service Innovation in Busan, South Korea. In 2020, it was also replicated by the African Regional Intellectual Property Organization (ARPIRO).
